Scott Swann is the current CEO of Rank One Computing and the co-Founder of AIOFARM LLC. Scott is a dynamic leader and proven CEO with 25+ years combined federal, corporate and entrepreneurial experience. He draws from prior experience as President and CEO of IDEMIA National Security Solutions the largest biometric company in the world and has held senior business and technical positions at MorphoTrak following a distinguished 18 year tenure at the FBI. Scott has extensive experience working across all government domains including the DOJ, DHS, DoD, DOS, the Intelligence Community, and many state and local law enforcement and civil agencies.
As an FBI Unit Chief, he played a central role in the development of the $1.2B Next Generation Identification system responsible for research, development, test and evaluation of the program’s biometrics technologies and services. Scott is an internationally recognized expert in biometric and identity technologies with specific expertise in data collection; managing standards; as well as the leading the FBI Fingerprint Device Certification process for nearly a decade.
Scott served as Special Assistant to the FBI’s Science and Technology Branch Executive Assistant Director within the FBI Director’s Office, as well as the Identity Intelligence Lead to the Office of the Director of National Intelligence Science and Technology Office. He holds a Bachelor’s Degree in business management from Salem-Teikyo University and a Master’s Degree in software engineering from West Virginia University.
Dr. Mark Burge served as the chief AI officer for IDEMIA NSS, the Senior Level (SL) for artificial intelligence at the Federal Bureau of Investigation (FBI), and the government lead for the Office of the Director of National Intelligence (ODNI)’s Intelligence Advanced Research Projects Activity (IARPA) Janus Program which successfully used deep learning to provide our nation with new capabilities in unconstrained face recognition. He has over 35 years experience in applying machine learning to computer vision problems in government, academia, and industry. He co-authored the book Principles of Digital Image Processing 3rd Edition, which has been translated into both German and Chinese. He has written over 130 peer-reviewed publications which have been cited over 5000 times. While a tenured Assistant Professor in Computer Science he developed and delivered courses across the discipline including graduate courses in AI, ML, and mathematics. He spent seven years abroad from 1993 to 1999 as a research scientist and PhD student at the Swiss Federal Institute of Technology (ETH) and the Johannes Kepler University (JKU) in Austria.
